Basically, keep Agriculture at the top of the queue for as long as possible. Otherwise, focus on doctrines to the '35-'36 level for militia as Peoples Army and Large Front, and auxiliary units with Blitzkrieg, Mechanized Offensive, Infantry Warfare, and Mass Assault. Technology upgrades to Militia soft attack and toughness are also very desirable.
Distribution of Leadership
To start, leadership should be divided between diplomacy and intelligence. Once Tibet has about 50 points of diplomacy and 10 internal spy's, then focus all attention on research.
Tibet is the most strategically advantageous country in central Asia, situated betwix and between the Soviet sphere of influence, the British Empire, the Axis sphere of influence, and bordering the Nationalist Chinese alliance. Everyone wants you for a friend so you will grant them transit rights.
Diplomatically, the best choice is to align with the Axis, as they will be of the most help down the road. The COMMENTERN is tempting, but without a common border to the USSR one cannot take full advantage of the trade benefit. The Allies offer protection, but since Tibet has no natural enemies, and is under no threat at any time from its neighbors, this guarantee is of little use.
Tibet really wishes to go it alone, especially so they can keep what they conquer.
The long and the short of the matter is that Tibet has no manpower. All their neighbors to the north and east have large standing armies, which would overwhelm and crush Tibet in a short period of time. Therefore, the only viable targets lay to the south. This, of course, pits Tibet against the British Empire in India.
In war with the British, it would be wise to at least align towards the Axis. At the very least, if Yunan becomes an Axis minor, consider giving it transit rights so it can to flank British from the north and east, giving strategic protection to your kingdom(s).
Tibet is resistant to changes in neutrality, so this will be the principal concern throughout the military build-up.
Keep the Security Minister focused on reducing neutrality. While building the army, the slight 2% bump from consumer goods in peacetime will be slightly better than +10% ICs. When not building the army, focus on supply build-up.
Voluntary conscription is a necessity when building an army. Consider advanced or specialized training to improve the organizational gain of each division.
While aligning towards the Axis, there may be external influence to boost the fascist parties. Try to counter this by boosting the ruling party, or through counterintellegence.
Tibet will not be able to reduce neutrality low enough to enable it to go to war with anyone before 1948. Therefore, once the army is built and upgraded, and after the appropriate doctrines are researched, it's time to begin agitating in the British Empire. Inflitrate the UK and raise their threat level.
The sooner the propaganda campaign against the British Empire begins, the sooner Tibet will be able to achieve its war aims. Still, it's best to wait until France has fallen, and the British are fully involved in the war with Germany and Italy. Threat levels from the British at this time should hover around 20, which is the perfect starting point for the propaganda campaign.
Once combat begins, switch remaining agents in the UK to "support the rebels," which hopefully will further divert British resources to far-flung provinces.
The economic strategy is essentially mixed-mode and consumer product orientation. The high neutrality will prevent any changes during the military build-up, but this is precisely what is needed since Tibet has no natural resources and limited opportunities to trade.
Most of Asia will trade with you, but resources will be hard to come by. Fortunately there's not much industry to support, neighborhood trading is generally enough to keep Tibet afloat.
Run with minimal supplies while building the army. Afterwards, sell supplies to build-up the money supply. Following that, do whatever is necessary to grow supply reserves.
The above trading strategy requires good relations with trading partners, so try to make new agreements before breaking the old ones so your status remains likeable.
Beyond the military build-up, Tibet can construct a fortress around its capitol. The fort will improve construction practical, and given the war goes well, this will allow Tibet to begin planning an expansion of its industrial base (and if the war doesn't go well, this will hopefully prevent the capitol from falling).
Tibet has a minimal number of officers, so go with a Dictatorial army.
In light of the limited supply transport and low manpower, build a militia force consisting of one stack (5) of offensive militia (2Mil+Art), a couple of road-hogs (LPz+Cav), and convert the Lama's private guard into commandos (Inf+MP).
Tibet will likely never acquire a port, it would otherwise be a grand strategic victory if it did.
An air force is out of the question, unless by chance the entire Indian subcontinent comes under Tibeten control and there is enough available IC to build fighters for air cover.
Tibet has limited capacity for war, so plan the campaigns carefully. The best time to strike is when either Japan appears in Siam or Yunan, or when Yunan becomes an Axis minor.
War with the British Empire (and Allies)
Begin a campaign of liberating Bhutan from the English yoke, and making them your puppet. This action will help insulate your capitol using Bhutan's army.
Next, turn West and make for Nepal's capitol. Nepal's resources make it a perfect target for annexation. If they elect to continue fighting, that is even better since you can alternate between using more of their manpower and resources, or more of their IC's (or something in-between). Nepal is also rather easy to defend given the extreem terrain and low infrastructure.
Following the above, your militia should be broken up into standard formations and used for defensive purposes. Now, try to keep out of the way while the British stave-off the Japanese and/or Axis minors. Use your fast-moving road-hogs to cut-off Allied lines of retreat, and/or supply. Capture any enemy airfields, and make a bee-line to any undefended Indian provinces with resources or industry you can use. Strategically redeploy your militia to defend important positions. With a little luck, and some hard campaigning, Tibet could eventually control much of the Indian Subcontinent.
