In Hearts of Iron 3 The Finnish Winter War decision and event creates a state of war between Finland and the Soviet Union.

Context

The war began with a Soviet offensive on 30 November 1939, three months after Germany's invasion of Poland and the start of World War II, and ended on 13 March 1940 with the Moscow Peace Treaty .

The Soviet forces had three times as many soldiers as the Finns, 30 times as many aircraft and a hundred times as many tanks. However, the Red Army had recently been crippled by The Great Officer Purge, reducing its morale and efficiency shortly before the outbreak of hostilities. With up to 50 percent of its army officers executed or imprisoned, including the vast majority of those of the highest rank, the Red Army in 1939 had many inexperienced senior officers. Because of the combination of these factors, and the extremely high commitment and morale in the Finnish forces, Finland was able to successfully resist the Soviet invasion for far longer than the Soviets had expected.

Decisions

In order for the Soviet Union to fire the event Finland and Germany must exist, it is past July 1939, Finland is not in an alliance with Germany or the Soviet Union, Finland is not in a faction, neither the Soviet Union or Finland is a subject, and Germany has conquered or is at war with Poland.

A.I. Soviet Union will fire the event 100% of the time, reducing relations with Finland by ten, Sweden and Norway by five, and reducing the Soviet Union's neutrality by three.

A.I. Finland will go to war 100% of the time, relations with the Soviet Union will decrease by ten, and relations with Sweden and Norway will increase by five. The war will reduce relations with the United Kingdom and Norway by ten, and Sweden by 15. A human Finland can fold improving relations by 25 with the Soviet Union, reducing relations with Germany by 15 and Sweden by ten. Finland will secede three provinces as well. The Soviet Union will gain five threat on Finland.

A.I. Sweden will send volunteers and supplies 100% of the time. For this to happen their ideology must be national socialist, fascistic, paternal autocrat, or social conservative and they are not in a faction or alliance with the Soviet Union. Sweden's supplies are reduced by 1000, manpower is reduced by .2, relations with the Soviet Union are reduced by 20, but relations with Finland improve by ten and with Norway by five.

A.I. Sweden will intervene 100% of the time. For this to happen their ideology must be national socialist, fascistic, paternal autocrat, or social conservative and they are not in a faction or alliance with the Soviet Union. Their neutrality will drop by three, an alliance will form with Finland, relations between the two will improve by 25, and relations with Norway will improve by ten.
